Utility Billing accounts are attached the property owner's name. We cannot change the name on the bills to the tenant.
As the landlord, you will need to decide how to bill utilities to your tenant (ie. part of monthly rent, as an addition to rent, or if you provide them your account number to pay at their financial institution.
Ultimately it is the owner's responsibility to ensure all bills are paid.
The District of Peachland does not do final meter reads so you may want to advise your lawyer handling the transaction as such; typically, an adjustment for utilities is made on the statement of adjustments for the next quarters utility bill crediting the seller or buyer a prorated portion of utilities as appropriate. As this is partway through the quarter we typically provide an estimate of the next quarters billing for this purpose. Please reach out or have your lawyer reach out if you would like this information.
For changes in ownership our billing information is downloaded from the BC Assessment as utility bills are associated to the property; when there is a new owner on title we get that information directly from land titles so no further action is required on your or their part.
If you are signed up for pre-authorized payments please ensure you cancel your enrollment. Complete the Pre-Authorized Payment Plan Application and return it to finance@peachland.ca
If there is red text noting a continuous leak on your Utility Bill, this means your water meter is indicating constant day and night water usage.
Since most homes are not using water continually during the night, this may indicate a leak within your water system. Common leaks include a dripping tap, a faulty irrigation system or a leaky toilet.
If you are unable to identify the location of a leak, it is recommended that you contact a plumber to assist.
We understand that your household needs may be different than the base program. Here are some other options available.
- Upgrade your garbage cart to 240 L
- Upgrade your recycling cart to 360 L
- Upgrade or add up to 2 additional yard waste carts
Charges apply - see request form below for details

Water Meter Program FAQ's
The base rate is used to sustain the day to day operations of Peachland's water system (such as equipment, materials and labour). The consumption rate depends on how much water you consume. There is no monthly charge for the individual water meters themselves.
Yes. You will still need to pay the base rate which, for a single detached residence, means that you will be paying $101 (during a 3 month period) for the time you're away and there is no water used.
No. The water system in Peachland has been designed to accommodate anticipated peak flows over the next 20 years. Allowing users to stock pile their water use would result in higher peak flows during certain times of year (i.e., the summer). No stockpiling means that a more sustainable water system can be maintained so users won't have to pay higher costs related to upgrading or expanding infrastructure.
There is currently an agricultural allocation fee of .12 per m3
The base rate is established according to the size of the meter, with a consumption rate of $0.59 per m3. Each property will receive one meter and one bill. If individual meters are desired for each household, the strata council can have meters installed by a licensed plumber, to be read and proportionally billed accordingly by the strata council.
The District of Peachland owns each meter but property owners are responsible for keeping them in good condition You are not allowed to tamper with your meter.
